Both Halq and Taqsir include shaving the whole head, with Taqsir requiring at least an inch of hair removal from the head. The Wajib deed that must be carried out in order to escape the state of Ihram is Halq or Taqsir.
Significance:
If Allah so chooses, you will undoubtedly enter the Sacred Mosque in safety, with their heads shaved and their hair cut, and you will not be afraid....
