Diablo 2 Resurrected Terror Zones: Groupings & Zone Changes
As mentioned at the beginning of this article, Terror Zones are available in offline games for Diablo 2 Resurrected. This means that now you can get Sundering Charms in offline games too, not only on Ladder in Season 3.
